Furnace Program

FURNACE PROGRAM ELIGIBILITY
- Applicant must be eligible and approved for LIHEAP energy assistance DVP and / or RA.
- Applicant must be the homeowner or LIHEAP eligible landlord whom resident at the property (renter are not eligible).
- The heating system must be non-operable and/or have been red tagged by the utility company.
NOTE: The client can apply for furnace assistance every LIHEAP program year only if their
heating system meets the program requirements; heating system must be non-operable or
has been red tagged by their utility company.
The LIHEAP Furnace program will begin October 1, 2011. Application can be taken September 1st for applicants who are disable, 60 years of age or older, disconnected household, and household with a child 0-4 yrs. of age. The program will be open to all other low income household on November 1, 2011.
The program will end on April 30, 2012 or until fund are exhausted, whichever comes first.
DOCUMENTATION
- Social Security cards for all household members.
- Current utility bills.
- Current 30 day income for all members of household 18yrs old and older.
ACCEPTABLE PROOF OF OWNERSHIP
- Current tax bill showing the property address and owners full name.
- Copy of the mortgage billing statement or mortgage payment book including the front cover and payment coupon.
- Copy of the loan statement from the bank showing the property address and the owner's full name.
- Quit Claim Deed which must be stamped by the County Court Recorder.
- Vehicle title for mobile homeowners.
FURNACE WORK BEGINS
Once the assessment has been completed it is reviewed by the Furnace Manager for approval. The approval is determined on the cost of the repairs or replacement needed to restore the heat in the client's home. The Furnace program has a cost limit depending on the type of heating system in the home. If an assessment exceeds the cost limit, we will look into other options in order to help restore the heat to the applicant's home.
All approved assessments will be assigned to one of our Licensed Heating Contractors.
The contractor will contact the client to evaluate the home per the approved assessment and schedule an appointment to begin the furnace work. In most cases the furnace work will be conducted and/or completed within 30 days of the application approved date.
!! Emergency Period !!
When the Department of Commerce and Economic Opportunity (DCEO) declares that we are in a State of emergency due to extreme weather conditions this is when the program is in their Emergency Period. During this period, the LIHEAP Furnace Department must provide the clients home with some type of heat within 18/48 hours of their applications approved date.
During the emergency period time the intake worker (person assisting you) will include an Emergency Heat Questionnaire Form with all LIHEAP furnace applications submitted. This form will help the Furnace Department determine the emergency needs of our clients.
If the furnace work cannot be done to restore the heat within 18/48 hours and clients does not have any other place to go and/or do not have any other type of temporary heat such as space heaters, our contractor will supply the client with space heaters (as loners) for temporary heat until they're able to restore the heat in their home. The client must return the space heaters to the contractor once the heat has been restored.
FINAL INSPECTION
Once the contractor has completed the heating system work; an Inspector from the Weatherization department will conduct a final inspection.
This includes:
Testing the Heating System to make sure the unit is running efficiently and checks to make sure the Carbon Monoxide (CO) is at a safe level. The State requires that all agencies conduct a test for CO levels in the heating system to ensure the safety of our clients and their family.
The Inspector will check the qualify of the contractors work to ensure that all the heating system work had been completed.
They will also conduct another Health and Safety evaluation to make sure all Health and Safety item were addressed.
WARRANTY for Furnace work
All furnace work warranty for 1 year. LIHEAP Furnace department will mail the client a list of items that were installed in their home and copy of the Contractor Assurance and Guarantee of Work form signed by the contractor.
Also for clients convience the Inspector will leave a sticker posted on the heating system with the warranty date, Inspector name, CEDA phone number, and the Contractor name and phone. The contractor is also required to leave their company sticker near the heating system.
